From January 16-22, the usual parking lanes on Stockton were replaced by additional retail space for Chinese New Year. It does not seem to have made much of a difference for transit speed, though.
The taxi speed and Twitter geotag data are too sparse to even try to say what the impact was on those.
X axis is days of the month, aggregated by hour; Y axis is speed in miles per hour. Yes, you really can walk as fast as the bus without trying very hard during many hours of the day.
